The lanes to the three cities of Ximen Bridge were closed after multiple vehicles collided on Tuesday morning.
A Vic Traffic spokesman said the emergency service answered the phone at around 6:11 am and closed three of the five inbound lanes.
The crash is not considered serious.
The tow truck removed the damaged vehicle around 7 am and the lane was scheduled to resume soon.
There is a big delay back to Williams Landing, 18km west of Melbourne, and drivers are advised to use the Geelong or Ballarat inbound roads instead.
Immediately after the East Link after the crash, commuters in the eastern suburbs were also inevitable after all westbound traffic on Thompson Road in Caram Downs turned around.
Commuters should consider taking the Frankston-Dandenon Road to the Mornington Peninsula Highway instead.
