Letoby was arrested by police in 2018 and 2019, but was released on bail until further investigation was conducted.
Following her previous arrest, her home in the Bracon area of Chester was searched by police.
In a 2013 interview with the Chester and District Standard, nurses said they were caring for babies who needed different levels of support.
