The Trump administration has failed in trying to expand the new START to bring China with a fast-growing military that remains much smaller than Russia and the United States.

Blinken does not mention how long Biden wants an extension. Russian President Vladimir Putin proposed a one-year period, but negotiations collapsed as the Trump team insisted that Moscow would not tentatively develop weapons.

In another shift, Blinken said he would immediately consider Pompeo’s designation of Yemen’s Houthi rebels as a terrorist group.

“At least on the surface, it doesn’t seem particularly practical to push forward with the Houthi and bring it back to the negotiating table, but providing humanitarian assistance to those in desperate need is more than ever. It’s getting harder, “Blinken said.

Pompeo issued a designation that came into effect on Tuesday, despite widespread warnings from aid groups that it needed to deal with Iranian rebels who effectively control much of Yemen.
